Issues with Release Notes translations

Since the versions I am running nightly have more translated than the 
docs.fp.o copies, I am thinking maybe the docs.fp.o copies used po files 
from one branch back.  Still, there are some inconsistencies, like why are 
some titles translated in some languages and not others.
