s/the package/the tarball/, yes.  "make upload FILES=foo-1.0.tar.gz" in
foo/devel will upload the tarball, and additionally update "sources" and
".cvsignore" for you, but not commit them.  You may need to revert the
manually made changes to those files before "make upload" to make it
work.  IIRC.
