Synaptic needs to rebuilt against new apt on pre-extras

I rebuilt this SRPMS on my system and installed it and it seems to
work fine.  One thing I did notice is that the ability to "hold"
packages (which is claimed to have been added back in upstream
according to the NEWS file) does not appear to be available.
