New package: matplotlib (upstream packages that include other projects -- what to do?)

I might.  There is some other source in there as well I think.  It's 
something that was bugging me, and I'm facing the same issue with the 
basemap extension that provides a python interface to proj.4 (along with 
the full proj.4 source).
