CFLAGS in python noarch packages

Sorry, I should have looked into the subject ... ;)

Boilerplate answer: CFLAGS must not be used in any noarch package, nor
may it be meaningful to noarch packages.

If a "noarch package" somewhere uses CFLAGS, it is not a noarch package.
