make new-sources issue

As predicted, I was doing something dumb. :) 

The problem is that the ../../common/ directory was up to date, but
the ../common/ directory was not. 

Just in case anyone runs into something similar, it's a good idea to
make sure any common directory in your tree is up to date before doing
updates/checkins.
