Well, I was really envisioning the generation routines to run from
cron, since it's specifically built to check if the things have
changed by storing and checking the checksums in the repomd.xml file.

However, I am opposed to making it centralized. Currently, this system
works for any mirror, running on any OS. With the 0.4 version, it's
also rsync-friendly, since it preserves the files that have not
changed. I'll look into ways to avoid generating the unchanged files
in the first place, but I can't make any promises about efficiency of
that code.
