The idea is to check whether the "%files devel" section has some ".a" files.

1. Download cvs daily snapshot from 
http://cvs.fedora.redhat.com/webfiles, untar it.
2. Then run the script (attached).

Certainly this script is not completely correct, but the goal was to 
quickly get the general situation (I believe it gives 99% true results...).
