Bugzilla is a grown tool that wasn't invented to do anything except help
moz developpers. It's good at change management because it's been used
for change management and tweaked to do it well.

Don't be fooled by its name - it was *never* intended to fill any
particular software niche. If tomorrow mozilla developers (or any other
big bugzilla contributor) wants it to stream video it will stream video.
(lately they seem to want it to do reporting with pretty graphs)

If you want something that was designed to be an incident management
tool, you should check request tracker. Unlike bugzilla it does textbook
incident management and nothing else.
