For what do you need these tools? Most packages build fine without them and
they are needed in special cases only (e.g. when patching 'Makefile.am' or
'configure.ac'). But in this case, shipping a patch for 'configure' or
'Makefile.in' might be less problematic than calling 'autoreconf -i -f'.
