Cinerella - would it violate the rules

Hi,

I'm in two minds about packaging Cinerella. Despite the code being GPL,
it does have the ability to edit mpegs which may cause problems, but
(and unlike Audacity) without the ability to edit mpegs, it loses a
large chunk of it's functionality. 

Can someone offer guidance on this? I think I know the answer to this
already and it is why the likes of kino is in freshrpms.
