Proposal for a reorganization of "info" documentation

I am opposed to this proposal.

Info files are designed and documented the way you describe, so all you
are doing is adding more overhead, incompatibility and confusion.

If you are dissatisfied with an info's categorization, better contact
upstream and ask them for changing it.
