Explicit "Conflicts" make it clear that the conflict is intentional
and known.
Explicit "Conflicts" can be queried/examined/resolved more easily than
finding out about it no later than with a first transaction check.

Valid point. The general part of my comment holds true, though, since
for several other packages, pollution of /usr/bin or /usr/include is
a reoccuring problem. It quickly gets nasty when example programs or
small binary tools with very generic names are pulled in together
with library packages. Generic file names are worth a second look during
package review.
