The default *is* to use it, my (and the default) fedora-5-*-core.cfg 
contains:

[groups]
name=groups
baseurl=http://fedoraproject.org/buildgroups/development/$basearch/

Which holds the buildsys-macros and the proper buildroots.xml

No idea why it's not working for you.
