OTRS Review for Fedora Infrastructure

Hey guys, Fedora-admin has decided to use OTRS as our official
ticketing system.  The only problem is its not in Core or Extras yet. 
If anyone gets a moment to do an official review we'd be very
grateful.

This system will also help us track issues like when the buildsys
needs kicking or if a new feature is requested.  That type of thing.
