* %ghost and %config are mutually exclusive.

* Verify your package changes: rpm --query --configfiles gallery2

* Are you happy with the results?
  See: rpm --query --list gallery2-2.0.2-3.i386.rpm | grep htaccess

* Also take a look at your build log:
