Request for help and opinions: Rebuilding and basic checking for orphans

http://www.fedoraproject.org/wiki/Extras/OrphanedPackages and the CVS
file owners/owners.list are not always kept in sync.  Both have to be
updated manually, and sometimes one gets updated but not the other.
