Conflict between GNU CS and FHS

Old broken systems defined as "every UNIX platform in use today". Utopia
is a nice place to shoot for, but we've got to live in the real world.

Then again, I'm not opposed to making /com be the home for
sharedstatedir (with a symlink). I just think its a little presumptious
to be referring to /usr like it is an abnormal feature of a corner case
OS.
