Trouble with incomplete Binary RPMs

Hello,

On https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=191456
several users complaints, that the FC-4 package of
stellarium-0.8.0-2 was malform.

To solve this problem, I have reinitiate a rebuild of this
package for FC-4.

Becouse, that was not the first time where a incomplete RPM was
put into the repository, I want to ask for the reason why this
may be happen.
