No.  That can be one of the uses of it, but the intention was to have
the people listed in the field CC'd on every bug for a particular
package.  That functionality has little to do with actual
co-maintainersihp.  In this particular case, it would be nice to have so
that when/if Ignacio returns he's already CC'd on the bugs for what used
to be his packages.
