Correcting directory ownership of /usr/share/omf in Fedora

Well, if a package has omf files, they should have Requires(post) &
Requires(postun) on scrollkeeper.  Which prevents scrollkeeper from
being removed from the system, unless this behavior has changed in
Rawhide.
