This reasonably correct, but HK users should need time to get used to this, due
to bad habits of selecting zh_TW for Chinese input in win32.

FYI, in win32 there is no Chinese input available in Chinese (Hong Kong). Its
manufacturer thought Hong Kong people's first language is English. :P
