I don't think people will intentionally install unfamiliar packages in a
resource-tight system.

If resouorce is not a problem, then whether to install is not a problem either.

I think what he mean is that installation of input method should depend on
locale setting in the beginning.

As for Asian en_US users, having a "Input method/Asian language support" 
option in anaconda helps them to install i18n packages for them.
