Just tried every combination of keyboards in

By language -> Portuguese
By country -> Brazil
By country -> United States

None has the desired effect of ' + c producing a ç.

No having such a layout (I don't care about the name) is a major usability
problem.

Also, the layout should work in any application, using a gtk specific fix is
not the way to go...
