This has not been fixed yet. For example, the sequence: U+0985 BENGALI LETTER A
+ U+09C7 BENGALI VOWEL SIGN E should not combine, but in F11, it does.

অে

Expected Result:
U+0985 BENGALI LETTER A/DOTTEDCIRCLE/U+09C7 BENGALI VOWEL SIGN E
