I'm using US keyboard + pt_br language in my system!

Since fedora 1 and in all OS with pt_BR support, when whe choose the pt_BR
language and US International Keyboard(US Acentos) when we press ' + c we have
= ç but it isn't happen using fedora 10 and 11.

The keyboard and language was defined during the Fedora 10 and 11 installations
and re-seted after the installation, the problem persist in text and GUI modes.
