Can I report a bug against gtk2-immodules asking for installing it by default?

It is really surprising that the same method of putting ç, which works in all
other versions of fedora and other OS'es not working out of the box in Fedora
11. I think it's really inhibiting people to use Fedora 11 in Brazil.
