Sorry I confused it with scriptlets, the fc-query part is Panu-side indeed.
Filled bug #521697 to track the rpm part

However, if I understand the logic correctly, you want to replace fc-query with
fc-scan to take into account fontconfig rules. That's a great idea *except* the
package fontconfig files won't be installed in the build root at this time !

So if that's really the intention, fc-scan needs to grow an argument so we can
pass it a set of additional fontconfig files (or a directory containing
fontconfig files) explicitely
