I think the only way to do that is to have "'" mapped to
dead_cedilla which is not what you want I suppose.

Peter, any comment?

Seems to me that using dead_acute for this was a Bad Idea
and people should rather get used to Alt_R Comma.

How about Alt_R c -> ç that seems common?
