I've opened two BZs on this.

The first, 182597, is that access to /dev/efirtc is blocked because 
selinux does not have info on the file.

The second, 182598, is that udev is running after hwclock tries to sync 
-- and the problem is that /dev/efirtc doesn't exist.

Hopefully we'll have these fixed shortly.
