Website, and review of Warren's proposal

I've secured the "fedoralegacy.org" domain, and I have put up a quick 
text website.  This has a call for webdev help, and a repost of 
Warren's proposal.  Please read through it and prepare your comments, 
or OKs.  We need feedback on it.  I myself will post my thoughts 
tonight when I get home from work.  Thanks!
