starting a process or executing a command while the system boots

Hi
if i need to start a process during boot, in which file should i specify it.
I need to execute the command /sbin/ifconfig eth1:1 add 2001:100:1::1/64 during the boot up process so that eth1:1 is configured whilst the system. It tried specifying this command in /etc/rc.local but its not getting configured while the system boot. Can anyone please specify, in which file should i specify this, so that it /sbin/ifconfig gets executed while the system boots
