Bind , Ntpd stopped working under kernel 2.6.0

Hello All,

I am running kernel-2.6. Bind has stopped functioning under new kernel
The error in /var/log/messages is :

Dec 20 19:05:35 bhimsandy named: named: capset failed: Operation not permitted

Same is the case with ntpd also. The error for it is :

Dec 19 22:47:27 bhimsandy ntpd[2304]: cap_set_proc failed.

Both the applications are running fine under 2.6.0-test11.
How can I correct it?
