This is a bad step. Prelink will not work then.
My proposal is:
perl -pi -e 's/PRELINK_OPTS=-mR/PRELINK_OPTS="-mR --no-exec-shield"/' \
/etc/sysconfig/prelink
touch /var/lib/misc/prelink.force
/etc/cron.daily/prelink
