FC1 and NTOP 2.2-0

In order to build ntop-2.2-0.src.rpm, you'll need to build
rrdtool-1.0.41-1.8.0.ntop.src.rpm first.

Tobi Oetiker did some creative work in configure:

tclrrd.c fails to find tcl.h, and the build bombs. Appears to be ntop
dev's error, not FC1.
