RPM question

[Globe Trotter]

I have a bunch of uninstalled RPMS and I am trying to figure out what
capabilities they provide. Can someone please tell me how to do that.

Note that the packages are uninstalled so 

rpm -q --provides whatever.rpm does not work. 

Is there any other option.
