kudzu can't see the modem

This is quite strange. At the first reboot after sysgen kudzu explains that the
modem has been removed and it does so at each and every boot until I say "keep
configuration". The funny thing is that I can use the modem without problems.
Apparently kudzu is the only piece of software that can't see the modem. Is
this a bug or have I forgotten something?
