KDE Menus

I want to rearrange the global KDE menus a little bit and add a few things
to them so that when I make a new user I don't have to create everything
all over again.  I tried adding more symlinks to
/var/lib/menu/kde/Applications/... but something seems to be clobbering
whatever I put there.  What's the solution?
