In my experience, yum update foo (for the kernel) defaults to install 
instead of update.
When I updated my kernel from 2115 to 2174 it did at least. ;-)

However,  if you do  "rpm -U kernel.blah"  it WILL update it and usually 
causes a lot of problems.
