What did you change? That is not default behaviour. Did you install a
mail client that is not part of FC1?
The default correct permissions are as follows:
$ ls -ld /var/ /var/spool/ /var/spool/mail/ /var/spool/mail/adalloz
drwxr-xr-x 21 root root 4096 22. Apr 02:44 /var/
drwxr-xr-x 14 root root 4096 20. Apr 20:13 /var/spool/
drwxrwxr-x 3 root mail 4096 22. Apr 20:20 /var/spool/mail/
-rw-rw---- 1 adalloz mail 5060819 22. Apr 21:26
/var/spool/mail/adalloz
