I am seeing a similar problem - probably due to the bugfix from
bugzilla 126391 (the bug prevented some mixed scsi-ide systems with
adaptec controllers from booting at all - and I have 5 of them).
The bugfix appears to be included in the new kernel since my machines  
can successfully boot with it.  The text about the bugfix says:

While the bugfix fixes my boot problem (I had been holding at kernel  
2.6.5-1.358), it does seem to introduce a new problem, one connected to  
usb.

In my case, the system can manage while I talk to my ups through a usb  
port; however, if I try to talk to my palm pilot on a usb cradle, the  
system goes to turtle speed.  In particular if I start kpilot daemon,  
the only solution is to reboot the box - even killing the daemon  
doesn't help.

I've also noticed one other "odd" side effect.  I use a ps/2 scroll  
mouse.  With *all* previous releases and kernels, this was never a  
problem. With the new kernel, after a few (undeterminate) minutes, the  
system stops recognizing the scroll wheel on the mouse.  This is fully
repeatable even after re-installing the kernel and rebuilding the
[commercial] nvidia driver. (Of course it could be an interaction bug  
between the nvidia driver and the new kernel, but I'm just starting to  
look for this one).

Overall, while the new kernel helps some of us who couldn't run *any*
of the new kernels, it adds in a new problem which brings the system
down to turtle speed if usb is used.  (I have a usb keyboard and mouse,
but they are 'converted' to ps/2 when they go into my kvm switch,
so I don't see that slowdown at all.)
