Compiler complained GTK+ libraries not found

Can someone help me with this issue?

I need to compile a utilities that uses GTK+. I have
gtk+-1.2.10-29.1.1 installed. Still the compiler could
not find the library.

I tried to include path "/etc/gtk" in the
/etc/ld.so.conf and ran ldconfig. Still no progress
made.
