No, but without ALSA support you need to load the slamr module.  With ALSA
support, you need to load the ALSA modem module.  (The difference is slamr
is proprietary binary only.)

I don't have your hardware, but I have run 2.9.9 both ways and it does
contact the modem.

With ALSA, I "modprobe snd_intel8x0m", then just run "slmodemd -a".  The
result is

    SmartLink Soft Modem: version 2.9.9 Jul 30 2004 21:39:49
    symbolic link `/dev/ttySL0' -> `/dev/pts/7' created.
    modem `hw:1' created. TTY is `/dev/pts/7'
    Use `/dev/ttySL0' as modem device, Ctrl+C for termination.

I haven't read or used these scripts with FC2.  If I wanted to make it
work at startup, I'd just modprobe in /etc/rc.modules and start the modem
daemon in /etc/rc.local.

On a single-user system or a home system, it doesn't seem so unreasonable.
I just add modem users to the uucp group.

Or start slmodemd at boot in /etc/rc.local.
