Thunderbird message filters

What is worse, when you choose from Message, Create filter, you can't 
specify an account you want to use the filter with. It goes for Local 
folders. And once a filter is created, you can use the Filters window to 
change the filter from Local folders to some account.

This is why I can't use the new Global inbox feature. If I use it, I 
have to create filters manually, not by Message/Create filters like above.
