This is quite interesting... I have a very similar video card
(actually it's a Radeon 9200SE)

Same as me... What I have noticed is that if Cool & Quiet is disabled,
the powernowk8 error message is: "BIOS Error: No PSB", as expected, as
C&Q is disabled; if it's enabled, the error is "ph2 null fid
transition ...";

Quite intriguing... it seems that the system is unable to configure
the video card... The device is located and determined to be agp 3.0
compliant, but the system is unable to put the device on AGP 4x
mode.... I guess that's the problem. Have you got an nvidia card to
give it a chance on this system? I could do it, but I am not home
right now (vacation), and I won't be back before january 15th... Maybe
the problem has nothing to deal with cpufreq (ie.: the "powernowk8
error"...)

As the system can't configure the video card, X.org can't set up
resolution, frequency, etc...
