Yes. And I did a test: I moved the /etc/sysconfig/i18n file, restarted
the computer, and then I ran system-config-printer-tui, and this time
all worked fine. I found that i had to do with the LC_ALL variable. If
this is set to en_US, and not no_NO, all works fine!

By the way: The command "rpm -qf /etc/sysconfig/i18n" told me that the
file is not own by any package. Is that true?
