How is Fedora violating FHS?  It might be helpful to enumerate one or
more deficiencies instead of just saying "Naughty naughty Fedora doesn't
follow standards."

I'd truly be interested to know because I don't see anything which
obviously violates FHS.  A cursory glance would suggest that FC1 is
completely FHS 2.2 compliant.

Also, LSB compliance in FC1 is provided by the redhat-lsb package.
