  You must upgrade the 3 packages simultaneously in a single rpm -U 
command

  rpm -U libxml2-2.6.5-1.i386.rpm libxml2-devel-2.6.5-1.i386.rpm libxml2-python-2.6.5-1.i386.rpm

 This is in no way specific to libxml2, this is true for all set of packages
where the versions dependancies are to be matched exactly.
