As I recall, the mod_perl source extracts into a directory containing
its version number, rather than "current" (the source is also available
for download as mod_perl-1.xx.tar.gz).

If you use the "Source" line above, you'll need to add a name argument
to the %setup macro:

	%setup -q -n mod_perl-%{version}
