Empty /tmp when shutting down

a bit of a caveat -- there may be some things you *want* to leave under
/tmp.  my solution is to leave /tmp as a real filesystem, and mount a
tmpfs-style filesystem under /tmp/junk, for a transient location i know
will be cleaned on reboot.  you know how often you download something,
just need a place to put it for a few minutes before installing it, etc.  
that's what /tmp/junk is for.
